Building on the experience of earlier advisory bodies, the ISPC applies lessons learned to ongoing and future studies and evaluations. In providing its advice to both the Fund Council and the Consortium of CGIAR Centers, the ISPC ensures that programs and activities are aligned with the new CGIAR Strategy and Results Framework. The ISPC has also offered its assistance to the Consortium CEO and Office in the development of criteria and guidelines for the preparation of revised CRP proposals and their effective review. Whilst the ISPC reports to the Fund Council, “the Consortium may seek advice from ISPC in areas that do not create a conflict of interest for either party.”

The main purpose of the ISPC is to supply the funders of the CGIAR with independent, expert advice and counsel through regular reports to the Fund Council and the Funders Forum. This includes:

• Evaluation of the scientific quality, relevance, partnership arrangements and likely development effectiveness of Consortium investment proposals

• Foresight advice on trends and emerging issues, as well as potential strategies for addressing them

Ex-post impact assessment of the development effectiveness of CGIAR investments.

The ISPC serves as an important intellectual bridge between the funders and the Consortium of CGIAR Centers. It provides feedback and guidance on the quality of the proposed research and partnership arrangements in submitted investment proposals and on any deficiencies in the ex-ante impact assessments provided by the Consortium. In this way, we help to assess the quality of the research in specific areas at the system level and contribute to the ongoing development of the CGIAR strategic framework. The Consortium may also seek advice from the ISPC in areas that do not create a conflict of interest for either party.

This report examines processes and methods for priority setting to underpin a future revision of the SRF by the Consortium. This paper examines priority setting at both the strategic System level (SRF/SLOs) and at the operational level of CGIAR research programs.

This paper responds to a request to the ISPC from the CGIAR Fund Council and Consortium to identify the major routes through which agricultural research can address the four high-level goals, called System-Level Outcomes (SLOs), of the CGIAR and the potential linkages between research and impact pathways.

The document provides the ISPC's comments and feedback on the June 2013 draft CGIAR Open Access and Data Management Policy.

Following SF 2016, the ISPC conducted an evaluation of the Forum to assist in planning and modeling future events more successfully. An online participant survey was carried out and citation analyses were done for the papers published in the special issues after the previous three SFs.
